تَنَزَّلُ الْمَلَائِكَةُ وَالرُّوحُ فِيهَا بِإِذْنِ رَبِّهِمْ مِنْ كُلِّ أَمْرٍ

The angels and the Spirit [i.e., Gabriel] descend therein by permission of their Lord for every matter.
